Does rotating reduce PDF quality?

No. Rotating a PDF is a metadata change, not a rendering operation. The page content (images, text, vector graphics) is not re-encoded or re-compressed in any way. PDFree simply updates the rotation flag stored in the PDF page dictionary. The file size barely changes, and every image and character remains at exactly the same quality as the original.
