Why This Isn't "Reflow" — And Why That's the Honest Answer

Some PDF readers advertise a "reflow" mode that re-wraps text to fit a smaller screen, the way an EPUB does. In practice it rarely works well, because a PDF's page layout isn't stored as flowing text the way EPUB's HTML-based format is — it's a fixed arrangement of glyphs and coordinates, and reconstructing paragraph structure from that is unreliable at best.
